The Imperial Gardens

The Imperial Gardens occupied a very large expanse of land. The landscaping was trim and simple. The grounds were clean and, despite many visitors, litter-free.

Our guide explained that there was a system that might be described as a kind of "volunteer community service" for tending the grounds. Persons volunteered to look after the plants, shrubs, maintenance, etc., of the outer gounds; and, in return for so many hours of this effort, they were honored by admission to the inner areas.
